Cardinal Zuppi Visited a Ukrainian POW Camp. Recruitment of Africans into Russia's Army Was on the Agenda.

The Holy See delegation led by Cardinal Matteo Zuppi has visited a Ukrainian facility detaining Russian prisoners of war, where officials from Ukraine's Coordination Headquarters for the Treatment of Prisoners of War briefed the envoy on conditions of detention - and separately raised the issue of Russia's global recruitment of foreign nationals, including across Africa.

The delegation was received by Coordination Headquarters representatives and given a tour of the camp. Among the prisoners held are individuals of multiple nationalities - foreign nationals who had been recruited and coerced into service in Russia's armed forces and were subsequently captured by Ukrainian forces.

Geneva Convention Conditions

During the tour, the delegation observed firsthand Ukraine's adherence to the Third Geneva Convention in the treatment of Russian prisoners. Coordination Headquarters representatives explained the practical dimension behind this commitment: every Russian military prisoner held in Ukraine is part of a potential exchange that could bring a Ukrainian soldier home from Russian captivity.

Cardinal meets POWs

"Each life of a prisoner from the Russian army is, in the future, a saved life of a Ukrainian soldier held in brutal Russian captivity," Coordination Headquarters representatives said.

Ukraine states it has so far secured the return of 9,613 of its citizens from Russian captivity. Regular repatriations of the bodies of those who died in Russian detention are also ongoing.

Pope Leo XIV's Message

Cardinal Zuppi conveyed a message from Pope Leo XIV during the visit.

"Pope Leo XIV conveyed that he is praying for peace, and that all prisoners return home as soon as possible," the Cardinal said.

Ukrainian officials used the meeting to call on the Holy See and other international bodies to press for equivalent access to facilities where Ukrainian military personnel and civilians are being held inside Russia and on temporarily occupied Ukrainian territories. Unlike Ukrainian-held facilities, Russian detention sites have remained closed to independent international monitoring.

Russia's Predatory Recruitment of Africans Raised with the Vatican

In a separate part of the discussions, Coordination Headquarters representatives specifically raised the issue of Russia's predatory recruitment of foreign nationals - including across the African continent.

The briefing noted that Russia and its representatives are conducting recruitment operations globally, drawing in citizens of low-income countries through deception: false promises of civilian employment, construction work, scholarships, and security contracts. Many of those recruited end up on the front line with minimal training. Some are now held as prisoners of war in Ukrainian facilities - men who did not set out to fight in anyone's war.

The Vatican delegation was made aware that the foreign nationals now being held in Ukrainian captivity represent one visible consequence of a recruitment pipeline operating across multiple continents. For some of them, Ukrainian captivity may be the first moment since their recruitment in which their rights under the Geneva Convention are being observed.

The Wider Context

The presence of foreign nationals in Ukrainian-held facilities reflects a pattern documented across this site and by international investigators. Russia's forces include recruits from Kenya, Nigeria, Cameroon, South Africa, Uganda, Bangladesh, Cuba, Nepal, India, and dozens of other countries - brought in through a combination of deception, economic coercion, and outright fraud.

Cardinal Zuppi concluded the visit with a prayer for the swift return of all prisoners of war and an end to the conflict.
