Lavrov Tours Southeast Asia. Russia Has Already Been Recruiting There.

Russian Foreign Minister Sergei Lavrov has arrived in Manila to participate in ASEAN ministerial events from July 21 to 23. His schedule covers three formats: the Russia-ASEAN foreign ministers meeting, the East Asia Summit, and the ASEAN Regional Forum on Security. The Manila visit follows an African tour.

Vietnam, Indonesia, Myanmar, Cambodia, Malaysia, the Philippines. What do these countries have in common beyond their ASEAN membership? Citizens of every one of them have already been recruited into Russia's military and sent to fight in Ukraine. Today, Ukraine's "I Want to Live" project is publishing the names.

Names are transliterated from Russian records into English - minor spelling variations may apply.

Several patterns stand out in the data. The earliest contract is from Vietnam - Nguyen Van An signed on December 25, 2023 - showing that Southeast Asian recruitment predates the region's public awareness of the problem by years. The majority of contracts, however, are from 2025, indicating rapid acceleration. Cambodia and Myanmar appear only from September 2025 onwards, suggesting Russia is actively opening new markets as it goes.

The Philippines data contains a striking detail: five men - Abustan, Zablan, Rivera, Salazar, and Fernandez - all signed contracts on the same date, October 17, 2025. Two more signed together on December 18, 2024. The same pattern appears in Indonesia, where Singh Maninder and Singh Hardeep signed on the same day in August 2025, and Suparman and Khedona Novel signed together in October 2025. Batch recruitment through a single pipeline, on a single day, is a documented hallmark of organised trafficking networks.

The Numbers

Based on personal data compiled by Ukraine's "I Want to Live" project, Russia has used more than 28,000 foreign nationals from 135 countries in its war against Ukraine. Citizens of 51 countries have been captured on Ukrainian territory.

Southeast Asia has not, until now, been a priority recruitment region for Russia. Africa absorbed the bulk of that effort through 2023 and 2024, followed by Latin America and parts of Central Asia. The list of Southeast Asian nationals is shorter than those from Nigeria, Kenya, or Ghana - but it exists, and the names on it are real people.

Why This Matters Now

Lavrov's visit runs July 21 to 23. What should be on the agenda: the fact that Russia has been recruiting citizens of these same ASEAN countries into its military.

More importantly, that machine is looking for room to expand. The "I Want to Live" project notes that in a number of countries, local authorities have begun "closing down" the pipelines that funnel citizens into Russia's war - pushed by public pressure, civil society campaigns, and opposition politicians. Kenya has pursued anti-mercenary legislation. Zimbabwe has arrested recruiters on trafficking charges. South Africa is conducting a criminal investigation after people who were promised bodyguard jobs by country's former president's daughter were trafficked to Russia and deployed on the battlefield. 

A joint report by Truth Hounds and Fortify Rights, published in March 2026, documented the same pattern of deception and coercion already active in Bangladesh, Nepal, Sri Lanka, and India - suggesting the pivot to Asia is well underway. Southeast Asia, where awareness of the threat remains low and few governments have yet faced domestic pressure on the issue, is the next logical step.

The Tagesschau investigative team recently documented how WorkVia, a Russian recruitment operation, has been running paid Facebook and Instagram ads in Cambodia and Indonesia since February 2026 - the most recent shift in Russia's geographic pivot away from Africa. The infrastructure is already in place.

For Governments in the Region

Russian recruiters use deception and coercion to replenish the catastrophic casualties Russia's army is suffering in its war of aggression against Ukraine. Numerous cases across continents demonstrate how unsuspecting people who signed up for civilian jobs came to Russia and ended up dying on the frontlines - here are just a few recent examples:

  • Erastus Mundia from Kenya left Kenya on a work programme that his own government had arranged with Russia - and ended up dying on the frontline. His mother still waits for his body to be repatriated home
  • Three Bolivians were told they were going to work as bricklayers, electricians, and to clean rubble from destroyed houses. Families held a funeral without bodies as those haven't been sent back home as well. 
  • Bangladesh's Expatriates' Welfare and Overseas Employment Minister Ariful Haque Choudhury confirmed in Parliament on 9 July 2026 that four Bangladeshi workers have died after being coerced into fighting in Russia's war against Ukraine. They went for civilian work abroad via legitimate channels but ended up dying within weeks after arriving. 

Ukraine has consistently called on the governments of all countries whose citizens Russia recruits to take active steps to prevent it. Some already know the cost: their citizens were scammed and coerced into Russian military service, families were torn apart, and governments were left to manage the fallout. Others still have a window to act - to put diplomatic and legal measures in place before the problem arrives, and to warn their citizens now about the real risks of travelling to Russia.
