Russian handlers present documents in unfamiliar languages for signature, trapping recruits with no escape route. The Ukrainian government regularly exposes these recruitment networks, sharing intelligence with international media and investigators. The Coordination Headquarters maintains direct contact with affected nations' authorities to counter what it characterizes as Russian state-sponsored criminal activity.

"Russia's mass involvement of third-country citizens in various forms of participation in the war against Ukraine threatens not only Ukraine itself, but the national security of these countries and risks destabilizing entire regions," the statement warned.
