UN Report Confirms Systematic Abuse of Russian Soldiers - Executions, Torture, and Total Disregard for Human Life

A new report by the UN Independent International Commission of Inquiry on Ukraine, published March 9, 2026, has confirmed what Ukraine's intelligence services have documented for years and what Moscow has consistently dismissed as fabrication.
The Commission interviewed 85 soldiers who had served in the Russian armed forces and subsequently deserted. Their testimonies were consistent and damning. Most of them testified about violent practices used by commanders against soldiers. These included shooting on the spot, beating, detaining in a pit, tying to a tree, as a punishment for refusing to participate in military assaults that would lead to certain death or for withdrawing from the frontline when injured or lacking supplies.
The accounts demonstrate a total disregard for human life and dignity and suggest that the use of violence against subordinates is widespread and systematic within the Russian armed forces. Mezha
The same report documents how the Kremlin has ignored all 39 written requests for access, information, and meetings submitted by the Commission - while continuing to deny the findings publicly.
The report also confirms what the "I Want to Live" project has documented across dozens of nationalities: nationals from 17 countries had been recruited to fight with the Russian armed forces in Ukraine. Many had been deceived and lured from abroad through promises of civilian employment or other lucrative arrangements. They were coerced to sign contracts written in Russian, which they did not understand, and assigned dangerous tasks on the frontlines.
The picture that emerges is of a military structure where violence flows downward without consequence and human life is treated as a tactical resource - not a legal or moral concern. For Russian soldiers seeking a way out, Ukraine's "I Want to Live" project continues to offer a path to surrender and survival.
