What He Did

Trifonov is a senior HR executive at Alabuga Start, a programme operated within the Alabuga Special Economic Zone in Tatarstan, western Russia. The programme targets women aged 18-22 from impoverished countries in Africa and Asia, advertising job opportunities, scholarships, Russian language courses, funded flights and accommodation, health insurance, and a salary of $700 per month.

In practice, recruits end up assembling Kremlin-run military drones used against Ukraine. Those who join have described working longer hours than promised for less pay than advertised, alongside reports of racism, sexual abuse, mistreatment, dangerous conditions and isolation inside the closed industrial compound. The programme's own advertising materials refer to African women using a racial slur. The Global Initiative Against Transnational Organised Crime has concluded that Alabuga Start displays multiple indicators consistent with human trafficking, citing deceptive recruitment and exploitative labour practices. Some women who were fired from the facility have reportedly been forced into prostitution.

Trifonov is photographed in Uganda, Ghana, Zimbabwe and Zambia as part of Alabuga Start's recruitment campaign - visiting schools and educational institutions, meeting government officials, and presenting the programme as an educational and professional development opportunity. No mention is made during these visits of factory work or military production. He has also met Congolese, Dominican and Kenyan officials in Russia to develop recruitment partnerships on behalf of the programme.

The British government sanctioned Trifonov on May 5, 2026, alongside six other individuals linked to Alabuga Start. The Foreign, Commonwealth and Development Office (FCDO) said it had "reasonable grounds to suspect" he was an involved person because he had "participated in activities that supported Russia's war effort against Ukraine." Its formal statement of reasons described Alabuga Start as a Russian recruitment scheme targeting people "usually from economically insecure backgrounds, using deceptive practices."

In Zimbabwe, Trifonov met with Sergey Kuzin, First Secretary of the Russian Embassy, to present the Alabuga Start programme. Kuzin subsequently denied the meeting took place. Zimbabwe's Minister of Foreign Affairs, Ambassador Albert Ranganai Chimbindi, said the government would take the allegations into consideration. Human rights lawyer and MP for Masvingo Urban, Advocate Martin Mureri, said the issue had been raised in parliamentary committee and pledged to raise it again: "This is a serious issue that needs serious attention. It needs to be revisited and given more priority, not talk shows."

A Telegram account linked to Trifonov was found to be a member of multiple channels associated with child sexual abuse material, including channels with titles referencing underage girls. He was first identified in these groups in August 2020. A Telegram analysis tool classified the account as having enthusiastic engagement with content in those categories. The account is understood to be personal rather than belonging to Alabuga Start.
