What He Did

Vasilyev was arrested in Osh, Kyrgyzstan on April 17, 2025 as part of an operation by the State Committee for National Security (GKNB). He was charged with recruiting Kyrgyz citizens into Russia's military for participation in the war against Ukraine.

Three others were detained alongside him: Natalia Syekhrina, an employee of the Russian House (Rossotrudnichestvo) in Osh; Sergei Lapushkin, an employee of the Osh city hall press service; and two further individuals whose names were not officially disclosed. Kyrgyz authorities did not publicly confirm Vasilyev's identity at the time of arrest. Russian media and investigative sources identified him.

He was released from pre-trial detention on June 12, 2026. On July 20, 2026, Vasilyev announced in his own Telegram channel that he had been given 10 days to leave the country and had departed voluntarily. He was banned from entering Kyrgyzstan for 10 years. The verdict in his case was never publicly announced. He described the deportation as a "political mistake" given his "past and current services to sovereign Kyrgyzstan" and claimed British intelligence had bribed Kyrgyz authorities to act against him.

Criminal History

Vasilyev was born Viktor Lukovenko. As Lukovenko, he was a postgraduate student at Moscow State University's economics faculty and an activist of the ultranationalist organisation "Russky Verdict," connected to the "Russky Obraz" movement. The movement's leader, Ilya Goryachev, was subsequently sentenced to life imprisonment for organising murders and creating a neo-Nazi gang (BORN).

In 2011, Lukovenko was sentenced to eight years in a strict-regime penal colony for the murder of a 58-year-old citizen of Sri Lanka on the day of the "Russian March." He was released on parole after five years - around 2016.

He changed his surname to Vasilyev before 2018, a fact established by the Dossier Centre.

Wagner Network and GRU

After release, Vasilyev appeared in Africa. From 2019, he ran the Telegram channel "Ulybaemsia i Mashem" (Smile and Wave), identified by The Insider as part of the network of channels built by Yevgeny Prigozhin, founder of the Wagner Group. He also worked as a political technologist within Prigozhin's structure before operating independently in Central Asia.

Vasilyev founded the "Russian-Ukrainian Radical Initiative" (RURI), which the Dossier Centre identified as controlled by the GRU. Under RURI, several fake pro-Ukrainian Telegram channels were created - among them "Inii" and "Insha Krayina" - that in fact spread disinformation: publishing fabricated accounts of Ukrainian civilians killed through weapons distribution, criticising the Territorial Defence and the Armed Forces of Ukraine, and running fake donation drives that routed money to fighters from the so-called "DNR" and "LNR." Vasilyev also coordinated a fake street protest in Paris posing as a Ukrainian action, as part of a GRU operation to inflame tensions between Turkey and NATO countries.

The Dossier Centre confirmed his GRU handler was Colonel Denis Smolyanov of the 172nd command-intelligence centre in St. Petersburg. Their connection was established through leaked GRU documents and a sting call in which a journalist posing as a Kostroma police officer told Smolyanov an agent named Vasilyev had been detained. Smolyanov's response confirmed he knew of the agent's activities.

In January 2022 - weeks before Russia's full-scale invasion - Vasilyev was sent to Ukraine on GRU assignment to locate Kazakh nationalist Kuat Akhmetov, likely for extraction to Russia, and to recruit potential collaborators from Ukrainian far-right networks. The mission failed. Vasilyev fled Ukraine into Transnistria four days before the invasion began.

Vasilyev denies all connection to the GRU and claims not to know Smolyanov.
